PROJECT DESCRIPTION

The history of this project goes back to the late 1990’s when the local residents and public officials from Monroe County requested several operational improvements along this corridor. In order to develop a comprehensive approach to these operational issues on the Overseas Highway, the Department performed a planning study and produced the “Monroe County Turn Lanes Master Plan”.

The Master Plan was completed in 1999 and contained a series of recommendations. Some were forwarded to the District Traffic Operations Office for immediate, push-button, implementation. Others were forwarded to the District’s final design or consultant management section for implementation, and the projects that had environmental, utility coordination, or social concerns, were programmed for future PD&E Studies.

This PD&E study falls in the third category where there were concerns with the social and environmental aspects of the project, as well as potential utility conflicts. In addition to the further development of the recommendations of the Master Plan, this PD&E study will focus on the improvements necessary to upgrade/enhance roadway conditions and safety along the corridor, improve intersection operations, provide water quality treatment, improve signing and pavement markings, provide bicycle path continuity, and study the possibility of adding a culvert under US-1 as requested by Monroe County Commissioner Dixie Spehar, and the “Save Our Bays” group.
