PROJECT OBJECTIVES

The objective of this study is to develop sufficient documentation for the Department to obtain FHWA Location and Design Concept Acceptance (LDCA) for the future improvements of the Overseas Highway in the Big Coppitt Key area. The study will look at the identification of necessary upgrades to the roadway, the preparation of stormwater management techniques, bicycle path continuity and connectivity, traffic operational improvements of several intersections throughout the area, the study/construction of a two-way left turn lane, and the study of potential tidal flow improvements/culverts. The study will also consider all social, environmental, and economic impacts and will set forth mitigation efforts as required by the PD&E Manual.

The PD&E study process is an integrated effort involving engineering analysis and environmental evaluation, all accomplished within the context of a public participation program. The proposed strategy will include the development of viable build alternatives, based on the evaluation of feasible conceptual design options. This effort will be accomplished in close coordination with other studies in the project area, especially the FKCC Study, the Florida Overseas Heritage Trail Master Plan, and the Florida Keys Hurricane Evacuation Master Plan.
